Seborn Harrell was born in Upson County, Georgia. Went to Union County Arkansas in 1845. Moved to Weeks, Scott County, Arkansas in 1869. Died in Scott County.

Sebron served as Associate Justice of the County Court in Union County, Arkansas and was elected County and Probate Judge of Scott County, Arkansas in 1876 to 1878.

Seborn and and Caroline Phillips Harrell were members of Mission Baptist Church while in Chambers County, Alabama. Seaborn and Caroline are buried side-by-side at the Weeks, Arkansas cemetary.
